Thai number plate on a Malaysian car?

This is not the usual Thai number plates that you can find in any car in Haadyai in Songkhla. Its a blue number plate, that is unusually irregular. Its found on a Malaysian car! I wonder what does the plate signifies. It does have a Thai road tax. Does the Kenari benefit from such situation. Maybe avoid speeding tickets? This car was found in Hospital Ipoh and I have seen it going about Kampar. I wonder...
